Entry (exit) of foreigners in Ukraine are regulated by the Law of Ukraine "On Legal Status of Foreigners and Stateless Persons "dated February 4, 1994, Rules of entry of foreigners into Ukraine, Their Exit from Ukraine i transit through its territory, approved by Cabinet Ministers of Ukraine of 29 December 1995 № 1074 , and the Rules of obtaining visa for entry to Ukraine and transit through its territory, approved by the Cabinet of Ministers of Ukraine from June 1, 2011 № 567.
Foreigners entering (leaving) to Ukraine through the crossing points on the frontier for national passport in case of visa, unless another order of entry is not set by law or international treaties of Ukraine.
All categories of visas issued by diplomatic missions and consular offices of Ukraine abroad.
Single visa for up to 15 days for entry to Ukraine may also be executed at the airport "Boryspil", "Odessa", "Simferopol" and the Odessa Commercial Sea port of foreigners and stateless persons who failed to advance to issue a visa by the Embassy or consular office of Ukraine, and have good reason to immediately enter Ukraine, namely:
1) with diplomatic or official purposes at the request of the government of Ukraine;
2) for emergency relief in Ukraine at the request of the Ministry of Emergency Situations;
3) for urgent medical treatment or participate in the funeral of a close relative, which is confirmed by relevant documents;
4) if necessary transit through the territory of Ukraine, members of crews of foreign ships engaged in Ukrainian ports, in the presence of extracts from the crew.
Single visa for up to 15 days for entry to Ukraine citizens of Antigua and Barbuda, Barbados, the Republic of Mauritius, the Republic of El Salvador, Republic of Seychelles and the Republic of Turkey for tourism are issued at the airport "Borispol", "Odessa", "Simferopol" and the Odessa Commercial Sea Port there are documents proving the tourist nature of the trip.
In Ukraine Consular Service Department of the Ministry of Foreign Affairs issue visas for foreign journalists, representatives of foreign media and their families who stay in Ukraine - at the time of registration of passport documents, but not more than three years.
According to the Cabinet of Ministers of Ukraine from June 1, 2011 № 567 for issuing visas to foreigners and stateless persons depending on the schedule of their stay in Ukraine and in the presence of relevant documents (Annex 1). Visas are divided into:
- Transit (type "B" authorized period of stay of up to 5 days);
- Short (type "C" authorized period of stay not exceeding 90 days within 180 days from the date of first entry);
- Long-term (Type "D", issued to enter Ukraine in order to process documents that give the right to reside or stay in Ukraine for a period exceeding 90 days).
If the decision on refusal to process visas for foreigners and stateless persons reported reasons for the refusal in writing.
An alien or stateless persons who are denied a visa, have the right to appeal this decision by contacting the head of diplomatic mission or consular post, which dealt with the request for a visa with a letter of appeal, which justify their opinions, and submit the request for reconsideration request for a visa. Appeal letter filed within two months after getting the foreigners and persons without citizenship decision to refuse a visa.
Passport document filed foreigners and persons without citizenship to register to crossing the state border official of the State Border Service. Registering for a period not exceeding 90 days within 180 days from the date of first entry.
Term of registration may be extended to the territory of Ukraine in the territorial bodies or departments of the State Migration Service in the manner prescribed by the order of Ministry of Internal Affairs of 1 December 2003 № 1456 " On Approval of Instruction on extension of stay in Ukraine of foreigners and stateless persons . "
Registration of foreigners and persons without citizenship certificates for temporary or permanent residence by regional bodies or departments of the State Migration Service in the prescribed manner (Appendix 2).
In case of loss in Ukraine national passport alien shall immediately notify the migration service, which at the request of the foreigners issuing him a certificate. Upon receipt at the Embassy or Consulate of their country of national passports based on personal application of the foreigner and the host application by the migration service is decided on the extension of the stay of foreigners in Ukraine or departure from Ukraine.
Transit of foreigners through the territory of Ukraine is allowed if a transit visa type "B" visa of the destination, tickets or other documents which confirm the transit character of the trip.
Annex 1
Grounds for issuing visas
B (transit visa) - document proving the transit nature of the trip (visas to third country (if necessary), ticket, etc.);
- Document proving the transit nature of cargo and passengers by road;
- License for international transportations issued by the appropriate agency of the host.
C (short-term visa) - invitation of an established pattern of physical or legal person registered by the territorial authority or subdivision VMI;
- Invitation of the Ministry, other central executive authorities, state institutions, enterprises or organization;
- document proving family relationship with a citizen of Ukraine or a foreigner or a stateless person, having temporary permit or permanent residence in Ukraine, including marriage or birth;
- Certificate of foreign Ukrainian or his personal statement, accompanied by the results of interviews with representatives of the diplomatic mission or consular post of Ukraine and the documents or testimony confirming the Ukrainian ethnic origin or descent from Ukraine foreigner or stateless persons and spouses of foreign Ukrainian and his children if their joint entry and residence on the territory of Ukraine shall submit an application and a document confirming family relations;
- Document proving the tourist nature of travel in accordance with the Law of Ukraine "On Tourism";
- Invitation of medical institutions in Ukraine;
- A document confirming that the person is a co-founder of the joint venture or representative companies (firms, associations, etc.) and enters Ukraine to monitor the performance of contracts;
- Confirmation of the Commission on Humanitarian Aid of the Cabinet of Ministers of Ukraine on foreign entry or stateless persons to provide humanitarian aid or charity proceedings;
- Invitation of a religious organization, duly registered, certified by the Ministry of culture for short term stay in Ukraine for Religious Affairs;
- Request the head of the foreign media on issuing visas for foreign correspondent or representatives of foreign mass media that enters Ukraine for short the purpose of carrying out their duties;
- Application of state authorities of foreign states or international organizations.
Not required to design an invitation by the Embassy or Consulate of Ukraine abroad, short-term visas to citizens of the Republic of Guatemala, Malaysia, the United Mexican States, Republic of Panama, Republic of Singapore, Turkey and Croatia.
D (long-term visa) - certified in the prescribed manner a copy of a permit for the employment of foreigners or stateless persons issued by the State Employment Center or on behalf of the center Employment of the Autonomous Republic of Crimea, Kyiv and Sevastopol city employment centers;
- Copy of the decision of an immigration permit, issued to the territorial authority or subdivision of the State Migration Service;
- License to issue visas to family members of persons granted refugee status in Ukraine;
- Original invitation of an established pattern of education and the period from August 15 till November 15 lists submitted to the Ministry of Foreign Affairs Ukrainian State Center of International Education (if available data on foreign or person without citizenship in the following list), in other terms - the request of the Ministry of Education, Youth and Sports to provide visa support; invitation of state institutions, enterprises or organizations that are recipients of international technical assistance;
- Invitation of a religious organization, duly registered, certified by the Ministry of culture, for a religious organization;
- Invitation to a branch office, representative or other structural cell of Publi (Nongovernmental) organizations of foreign countries, registered in the prescribed manner;
- Invited representative of a foreign entity, registered in the prescribed manner, certified by the Ministry of Economic Development and Trade;
- Invitation of branches or representative offices of foreign bank registered in the prescribed manner, certified by the National Bank;
- Confirmation of registration with the Ministry of Foreign Affairs Ukraine passport or a foreign correspondent representatives of foreign mass media and members of his family;
- A document confirming the purpose of the trip, issued by management of the organization and conduct of Championship Finals 2012 in Ukraine in accordance with the Law of Ukraine "On organization and holding of finals of European Championship 2012 in Ukraine";
- Treatment of foreign governments or international organizations on the visa members of diplomatic missions and consular offices, international organizations and their representatives, who enter Ukraine for permanent residence in order to meet their duties and their families;
- Other documents, if so provided by international treaties of Ukraine.
If necessary, an employee of the diplomatic mission or consular office of Ukraine may request additional documents to specify the aim of a foreigner or a stateless person, and invite a foreigner or stateless person who submits an application for a visa for an additional interview.
Appendix 2
Basis for the permit for temporary or permanent residence
The territorial authority or subdivision of the State Migration Service prepares a temporary residence permit in the following cases:
- Entry of foreigners or stateless persons in Ukraine for employment authorization based on the employment center on the employment of a foreigner or person without citizenship and visa type "D" with a special inscription on the visa label "Employment";
- Entry of foreigners or stateless persons in Ukraine to participate in projects of international technical assistance, duly registered, under the invitation of state institutions, enterprises or organizations that are the recipient of such a project, and visa type "D" with a special inscription on the visa label "International technical assistance";
- Entry of foreigners or stateless persons in Ukraine to work in religious organizations in Ukraine, duly registered, under the invitation of a religious organization, certified by the Ministry of Culture, and visa type "D" with a special inscription on the visa label "Work in religious organization ";
- Entry of foreigners or stateless persons in Ukraine to work in a branch, department, agency or other structural cell of the public (governmental) organizations of foreign countries, duly registered, under the invitation of the branch, branches, representative offices or other structural cell and visa type "D" with a special inscription on the visa label, "the NGO sector";
- Entry of foreigners or stateless persons in Ukraine to work as representing a foreign entity, duly registered, under the invitation of the establishment, attested by the Ministry of Economic Development and Trade, and visa type "D" with a special inscription on the visa label 'employment with the foreign company " ;
- Entry of foreigners or stateless persons in Ukraine to work in a branch or representative office of a foreign bank, duly registered, under the invitation of such branches or representative offices, certified by the National Bank, and visa type "D" with a special inscription on the visa label " employment with the foreign bank " ;
- In other cases, if provided for by international agreements of Ukraine.
Customs rules
Items, currency and other valuables that are being imported into the customs territory of Ukraine are subject to compulsory declaration. In this declaration is a written obligation of a citizen about return exporting the declared goods.
In the Ukraine are allowed to import for their own needs and without a certificate of conformity 1 liter of vodka, 2 liters of wine and 10 liters of beer. From customs territory of Ukraine as a souvenir you can take out 2 liters of wine per person. Food - worth no more than 50 euros.
The simplified customs control
Special to the simplified control (the "green" and "Red" corridors) is applied in cases of travel by citizens across the customs border of Ukraine (CBU) things, items and valuables that are not subject to mandatory declaration to customs and taxation, and do not fall under the category of objects on the movement of which across the customs border of Ukraine set the current legislation, prohibitions and restrictions.
Passengers with carry in hand luggage and baggage items that require declaration of the customs authority, customs clearance pass through the "red" corridor, arguing about them on a mandatory basis, by written declaration and presenting them for inspection.
Import of foreign currency
Cash foreign currency imported by individuals, regardless of age. Allowed to verbally declare the amount in any currency equivalent of U.S. $ 1.000, and checks issued by foreign banks, by the same amount. Mandatory guidance in the customs declaration required amount equivalent to $ 10.000 million, or checks up to $ 50.000 U.S., regardless of the currency. Authorizing documents is not required.
Foreign currency in cash, which exceeds the amount of $ 10.000 U.S., taken by customs authorities for storage and returned to the owner for import it to Ukraine in granting the special permission of the National Bank. The same rule applies relatively checks worth more than $ 50.000 dollars.
Import Treasures
Personal jewelry are subject to compulsory declaration.
Import / export of cameras and camcorders
To declare or not declare the presence of your camera or camcorder - your own business, here the strict rules do not exist. But it is better still to do. At the same time expressly prohibited import and export of printed material, printing blocks, negatives, photographed films, photographic prints, films and videos that contain propaganda of war, racism, racial discrimination and genocide.
Importation of personal vehicles
Temporary importation of vehicles permitted to non-resident citizens for their own needs for up to one year under a written commitment about return exporting and in the presence of documents confirming registration of a vehicle outside of Ukraine. In this case, the vehicles temporarily imported non-resident citizens in the customs territory of Ukraine for its own use for a period exceeding two months, subject to registration with the State Automobile Inspection of the Ministry of Internal Affairs of Ukraine.
The import of mobile phones
Foreign citizens are allowed temporary importation into Ukraine of single copies of mobile phones, the standards are allowed in Ukraine (GSM 900, GSM 1800, NMT).
Removal of souvenirs
Without the tax to the customs territory of Ukraine is allowed to export items that are not commodities the party, in an amount not exceeding the equivalent of 100.000 euros. Works of art, cultural and historical values and other items that make up a significant historical and artistic value, it is necessary to obtain authorization from the Ministry of Culture. If "minor" cultural value is enough to have checked the store, art salon, where she was made a purchase.
The procedure for issuing visas
Ukrainian law is defined as the visa and visa-free procedures for entry into Ukraine of foreigners (foreign citizens and stateless persons).
